DTM

The Displacement Tracking Matrix (DTM) is a CCCM Cluster tool developed by the Department of Social Welfare and Development (DSWD) with the support of IOM. The DTM gathers baseline information by regularly tracking and monitoring displacement and multi-sectorial needs in all displacement sites, which includes but is not limited to evacuation centres, tent cities, spontaneous settlements, and other areas where displaced populations have temporarily settled.

The DTM collects sex and age disaggregated data on an on-going basis over the course of a crisis, and as CCCM acts as a referral mechanism, sectorial data collected by the DTM is shared with relevant clusters (Shelter, Health, Education, Protection, Water Sanitation and Hygiene, etc.) for corresponding action.

In coordination with the Municipal Social Welfare Development Officer (MSWDO) or City Social Welfare Development Officer (CSWDO), DTM teams are deployed across the affected regions to gather data in municipalities with open displacfement sites as well as in municipalities that are reported to have new sites. The collected data is sent to the Tacloban Hub which serves as the DTM Processing Centre where data is consolidated, centrally stored, processed and analysed. The DTM data, KML files, priority flags and reports are then uploaded to the CCCM website and disseminated to cluster focal points for their planning and operational purposes.
